Criteria: The trust achieves this measure if at least 50% of all stroke patients are assessed by a trust designated stroke specialist, in person or by telemedicine, or by a stroke nurse, within 1 hour of arrival to hospital
Measurement: Time from arrival at hospital to assessment by stroke specialist (as specified in Q3.3a, either in person or by telemedicine) or if not, assessment by stroke nurse
Denominator: All patients with out-of-hospital symptom onset are eligible
