If your team is about to start a record and you find out that a patient has opted out, the record should not be started.
If a patient has been transferred to your team and you find out that the patient has since opted out, the record should be revoked back to the transferring team who should be informed of the reason for the revoke. The transferring team can change the discharge destination to "Was transferred to another inpatient care team, not participating in SSNAP" so the record is not transferred onwards.
